I disagree.

I've been with Virgin (and before that NTL, C&W etc etc) for years and  
their broadband (at least!) has always been pretty good! I've got a  
4MB connection (shortly being upgraded to 10MB) and consistently get  
3.5+ MB connection. It almost never goes down too.

I would say they're the best ISP I've ever had! Probably because they  
don't rely on BT!
