I've always found the best deals always come from the 'retention department' of the company you are already with.
I find the best offer that 3 will give me and then ask them to better it or I'll leave. It's always worked well for me. I've happilly upgraded with Orange for years.
It's also worth seeing what homebroadband offers you can get. I get my Broadband for £5p/m as an Orange subscriber.

FWIW, Orange don't have UK based call centres.
