I always use http://www.choicevehiclerentals.com for cheap van hire, and
they do cars as well. They have branches in Holland Road and near London
Road, so handy for either side of town. 

There's a quote calculator on their site. I don't know about hiring to
people with less than one year of license as I'd had mine a few years
before hiring from them.
