Personally, I would go with three options:
* No answer (default)
* Yes
* No
That makes it clear that users don't have to provide an answer, gives
them the feeling of satisfying the question without having to make a
choice, and does not alter the usual behaviour of the radio buttons,
which can be confusing and frustrating.
