What makes you think that the motivated kids will drag the others up to
their level, rather than the unmotivated kids dragging the others down to
theirs (Longhill is already suffering from the arts collage closing - and it
shows signs of getting far worse).
You seem to be suggesting that the parents are the problem (which I think is
probably true) - but if this is the case, then you need to sort the parents
out, changing a childs school is just re-arranging deckchairs to the
detriment of the motivated children.
