Well, generally, if you have all the middle class children (ie. The ones who
parents motivate and spend extra time educating at home and helping with
homework) going to the same schools and the underprivileged going to the
same but different schools you end up with the schools with all the
motivated kids getting "better" and other schools underperforming.

Therefore, if you spread the talent around, peer group learning enables the
general standard of all the schools to get better.

It is the same reason why the Tories have now pulled back on their grammar
school mandate - they now understand that education forms opportunities in
life. The better the general education is for everyone the more people have
*opportunity*. If you restrict grammar education to those privileged few
then *the rest* are not exposed to those opportunities.
