[BNM] XHTML strict New Window

Really
Thought target was legal as long as you don't use target = "_blank", which
as everyone knows is the markup from the devil, otherwise you can't direct
output to to frames or named windows that are already open.
Does anybody know how this is supposed to be resolved these days, I know
JavaScript will open the window, will it divert content to an already open
window?
