[BNM] SCORM IDE

Hi e-learning folks. My first toe in the water here......

I am looking for a recommendation for a SCORM IDE. I have just downloaded a Trident trial which looks okay but costs $199.

I don't want to spend days downloading and trying out all of the options I googled so can anyone vouch for any, preferably on the cheap side.

If it helps, my client has a requirement for delivered SCORM packages to be served by EEDO Force10 3.4 and using no Flash content on their extremely secure and international intranet and the packages -  to be developed are a quiz based format and a scenario based sequence/game.
