To be honest, while what he's doing isn't "authorised", I don't really  
have a problem with it. He's charging for laminating and postage, and does  
say in his listing that they're available free online. He's not removed  
the tagline, unlike the Aussie.

The Aussie is claiming someone else's work as his own and selling it. The  
other guy isn't claiming the work as his own and is clear about what he's  
selling.
